You start days before kickoff, build up infrastructure, and try to make a city behave while tens of thousands of fans flood in with their own needs, moods, and problems. It is part tycoon and part survival management. When it is calm, it feels like a clean planning game with satisfying routines. When it spikes, it becomes triage.
The most interesting idea is that preparation is the game. You are not reacting to one sudden disaster. You are managing a chain of small decisions that either hold or collapse under pressure. Food, entertainment, transport, security, and services all feed into readiness, and the city has to support the stadium instead of existing separately from it. That focus can make even mundane upgrades feel meaningful, because you see the effect on crowd behavior and flow.
Modes like a campaign structure and single-match scenarios sound like smart ways to pace it. One gives you long-term progression, the other is a clean sandbox for experimenting with solutions.
