Rivers can be tamed with dams and canals, so terrain engineering is not garnish, it is the backbone of fertility and industry. Divinities matter too, since temples and rituals ease disasters and sweeten production, but neglect risks divine tantrums you will feel in your ledgers. The economic layer is readable, from raw extraction to refined goods, and the edict system lets you steer policy without drowning in pop‑ups. Growth feels earned, each milestone unlocked by planning rather than grind.
Mid to late game pacing could hinge on how often events push you to rebuild networks, and if immigration spikes outpace infrastructure you might hit service bottlenecks. Even so, the feedback loop of surveying, terraforming, and routing goods is compelling. It scratches both the optimizer itch and the Roman fantasy in one sweep.
