Mandate Order enters Early Access on August 11, 2026, for PC. Developed and published by Digital Sky, this ancient Chinese war and city-building simulation places players in control of a vulnerable stronghold during the Spring and Autumn and Warring States periods. Gridless construction, seasonal agriculture, production chains, population needs, retainers from competing philosophical schools, diplomacy, national policies, conscription, logistics, rituals, natural disasters, fortress defenses, and real-time battles involving thousands of soldiers shape the growth of each city-state.

Review

Mandate Order connects city building directly to warfare. Farms, workshops, storage areas, residences, roads, barracks, and defensive structures can be placed without a fixed grid, allowing each stronghold to follow the terrain and the player’s priorities.
Resources move through complete production chains. Timber, ore, and grain must be gathered, processed, stored, and transported before they support construction or military expansion. Seasons affect farming and campaigning, while disease, disasters, and population needs can interrupt plans that looked secure during calmer periods.
Retainers provide the political layer. Characters associated with Confucianism, Daoism, Mohism, Legalism, Militarism, Agriculturalism, and other schools can be assigned to governance, diplomacy, warfare, and policy development. Their philosophies influence available strategies rather than functioning as simple statistical bonuses.
Battles use line-drawing commands to arrange formations, launch encirclements, defend walls, or direct chariot charges. Catapults, ballistae, towers, and physical knockback effects make fortress construction relevant once an invasion reaches the city.
The number of connected systems is impressive, but it also creates the greatest risk. Tutorials, pathfinding, performance, and interface clarity will determine whether managing the city feels deep or simply difficult to read. The developers already identify balance and late-game content as areas that require further work during Early Access.
Verdict: An ambitious Eastern city builder that ties farming, philosophy, logistics, diplomacy, and large-scale warfare into one demanding strategic simulation.
