The draw here is friction. Zoning feeds labor, labor feeds parties, and parties push back with policy demands that carry real consequences. You can squeeze density for efficiency, but do it under the wrong constitution and civil unrest eats gains. Infrastructure acts as a quiet character, since transit lines and utilities shape class clusters and land value tides. The UI leans data-first, exposing flows and deficits with dashboards that invite tinkering.
The caveats are in edge cases. If voters snap too quickly from approval to revolt, it can feel arbitrary. And late-game optimization risks becoming spreadsheet work unless new crises refresh the puzzle. Performance holds well in mid-size maps but needs care when sim density spikes. When the gears mesh, Citystate Metropolis makes budgets and boulevards equally dramatic.
Verdict: A sharp, systemic city-builder where politics is part of the machine, not a menu.
